Yousef Abu al-Rish is a senior official in the Ministry of Health of the Hamas government in the Gaza Strip and is a pediatrician by training.
Over the years, he served as a pediatric consultant and as Director General of Nasser Medical Complex in Khan Younis.
In July 2014, he was appointed Deputy Minister of Health in the Hamas government in Gaza. He later became one of the ministry’s senior spokespersons on issues including shortages of medicines, medical equipment, and fuel, as well as the functioning of hospitals across the Gaza Strip.
Abu al-Rish is considered a senior figure associated with Hamas, in part because of his senior position within the healthcare system under Hamas rule and the strategic importance the movement places on maintaining control over Gaza’s government-run healthcare system.
In the context of its asymmetric conflict with Israel, the healthcare system also plays a significant role in shaping and presenting the humanitarian and medical situation in the Gaza Strip, particularly through the publication of casualty figures, which are used in the international arena to exert pressure on Israel.
In this context, Hamas seeks to ensure that senior officials within the healthcare system and hospitals are fully aligned with the movement and its objectives, in order to avoid friction between hospital and healthcare administrators and Hamas operatives, and to maintain consistency in messaging and in the presentation of the scale of casualties and damage in the Gaza Strip.
Control over key positions within the healthcare system and hospitals also enables Hamas to use medical facilities for operational purposes. Such uses include the discreet hospitalization of Israeli hostages, providing shelter for senior members of the military wing, preparing for military activity, storing weapons, and interrogating individuals suspected of collaborating with Israel.
