A key figure in Hezbollah whose roles include balancing financial accounting between Hezbollah and the Quds Force of Iran's Revolutionary Guards. He is a co-founder of the Syria-based shell company Talaqi Group, and oversees additional terror financing ventures, such as Hokoul S.A.L. Offshore and Nagham Al Hayat. As chairman of the board of Talaqi Group, he oversees the company's finances, processes, administration and contracts. Since late 2018, Al-Bazal has used Talaqi Group and his additional companies to finance, coordinate and obscure various illegal oil shipments related to the Quds Force. He also oversaw Talaqi Group's partnership with the Lebanese company ALUMIX for shipping aluminum to Iran.
