Hezbollah representative in Iran. A central promoter of financial and commercial activities for the Quds Force of Iran's Revolutionary Guards and for Hezbollah. He is the nephew of Muhammad Qasir, a senior Hezbollah official, with whom he works together to promote financial activities between the Quds Force and Hezbollah. He is also the CEO of the Hezbollah-affiliated shell company Talaqi Group, which finances oil shipments for the Quds Force. He allocates maritime vessels for transferring shipments for Hezbollah's terror network according to the Quds Force's instructions. His areas of responsibility include managing price negotiations for the sale of goods, and determining payments related to vessels for shipments. He represents the Lebanon-based company Hokoul S.A.L. Offshore in negotiations for supplying Iranian crude oil to Syria. Additionally, he planned and worked with others to use the Talaqi Group to enable the sale of tens of millions of dollars worth of steel.
